East Hall is a two storied plus basement building of ordinary construction housing the offices of University Counsel and University President. One open stairway from the second floor and a second exit at the rear of the first floor provide exits to the exterior for this facility.

An interior fire alarm system consisting of manual pull stations, audible/visual devices, and smoke detectors transmit a signal to the Pine Street Police Station. The Fire alarm was installed in 1998. There is no access for persons with disabilities to the second floor.  A handicapped ramp is located on the North end of the first floor.

Portable fire extinguisher's are located throughout the facility.

Fire Department suppression equipment has limited access on the south side of the building only.
